Overview

FIEO is an abbreviation of Federation of Indian Export Organizations. In 1965, FIEO was jointly established by the Ministry of Trade and Commerce and Private Trade and Industry. The main function of the organization is to promote international trade and is responsible for representing and assisting entrepreneurs and exporters in a foreign market. Thus, FIEO is actively working to expand and enhance India's market and exports.

The organization represents the interest of government-recognized export firms. Export House / Star Export House / Trading House. FIEO is not only involved in promoting the export of goods, but also in promoting the export of services.

FIEO serves as a signal to all Indian traders who are involved in the export-import market. With the help of FIEO registration, FIEO regulates all export related organizations in India. Thus, it serves as a partner for the Government of India in promoting India.’s exports. FIEO registration helps businessmen to highlight many benefits such as global benefits, thorough guidance of various concessions to key areas of global trade such as Foreign Trade Policy (FTP) and MSMEs.

FIEO Membership

The membership rules of FIEO are governed by the Government of India’s Foreign Trade Policy and Memorandum and Articles of Association of FIEO. According to the foreign trade policy, an exporter needs to get the Registration- cum –Membership Certificate (RCMC) for availing the benefits provided to the Exporter under this policy. For Registration, FIEO has been recognized as Export Promotion council by government.

Required Documents

The exporter receiving the RCMC can provide an application in the specified format as given in the Appendix Register and can become a member of the EPC.

To become a member, it is necessary to submit the following documents.

• Application for Registration –cum- Membership, providing the business line information.
• A self-attested copy of the importer and exporter code (IEC) number.
• Applicant's bank statement.
• SSI / IEM certificate, where the applicant is in the business of construction.
• Declaration regarding exports and imports during the preceding financial year.

A copy of the Memorandum and Association of Associations in the case companies and where the partnership firms are applicants than the partnership deed to be submitted.

Registration-cum-Membership Certificate

As per the Foreign Trade Policy, an exporter is required to obtain a Registration-cum-Membership Certificate (RCMC) for availing various benefits under the policy. For nomination purposes, FIEO has been considered as Export Promotion Council by the government.

India has a total of 26 Export Promotion Councils and 9 commodity boards. The EPC and Commodity Board are responsible for issuing RPCs. The central government has given them the authority to issue RCMC to exporters. Each EPC and Commodity Board in India classify themselves based on the type of products.  

Implication Related to Change in Constitution of Business of RCMC Holder

• If there is any adjustment in the possession, constitution, name or address of an exporter, it is mandatory for the RCMC holder to implement the change in nomination authority with one month from the date of such change. The nomination authority admits defects that are made on the basis of merit.
• The exporting organizations have given quarterly returns / subtleties of the rent of various products to the respective nominating authority. In either case, the position holders send in the same way that it returns to FIEO in the configuration indicated by FIEO

Registration process

• An exporter seeking to acquire RCMC is required to declare its primary line of business in an application made to the Export Promotion Council identifying with that line of business.
• If the hire item is not secured by any Export Promotion Council / Commodity Board and in respect of this, RCMC is to be acquired from FIEO.
• If there should be an abundance of exporters of a commodity, not listed with any EPC, where the principle line of business is to be disposed of, the exporter must acquire RCMC from the Federation of Indian Exporters Organization (FIEO) .

Penalty

The Export Promotion Council may de-register the exporter for a specified time to prove a reasonable opportunity to violate the conditions of registration.
